  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nMade 23rd November 1987\nLaid before Parliament 4th December 1987\nComing into force 1st April 1988\nThe Secretary of State, having consulted such associations of local authorities as appear to him to be concerned and those local authorities with whom consultation appears to be desirable, in exercise of the powers conferred on him by section 5(5) of the Local Government Act 1986 and of all other powers enabling him in that behalf, hereby makes the following Order:",
