  "long_title": "This Order amends the Local Authorities (Publicity Account) (Exemption) (Scotland) Order 1988 (“the principal Order”) which specifies certain exemptions from the application of section 5(1) of the Local Government Act 1986, in terms of which a local authority is required to keep a separate account of its expenditure on publicity. Paragraph 11(c) of the Schedule to the principal Order made an exemption for publicity in the form of communications issued, in the course of the normal management and running of an educational establishment, by the education authority or by a member of a school council or college council to former, current or prospective pupils, or to their parents or guardians.",
