  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nMade 11th March 1974\nLaid before Parliament 11th March 1974\nComing into Operation 1st April 1974\nThe Minister of Agriculture, Fisheries and Food and the Secretary of State for Wales, in exercise of the powers conferred upon them, as appropriate Ministers with respect to the matters to which this order relates, by section 254(1) and (2)(c) of the Local Government Act 1972 and of all other powers enabling them in that behalf, hereby make the following order:—",
