The Secretary of State, in exercise of the powers conferred by him by section 8(1), (2) and (5) of the Local Government etc. (Scotland) Act 1994^f1 and those provisions as read with section 97(1) and as applied by section 137(1) of that Act, and of all other powers enabling him in that behalf, hereby makes the following Order:
