The Secretary of State for the Environment as respects England and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred on them by sections 8, 20 and 190 of the Local Government and Housing Act 1989f1, and of all other powers enabling them in that behalf, hereby make the following Regulations:
