  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nMade 8th November 1973\nLaid before Parliament 9th November 1973\nComing into Operation\nFor the purposes specified in Article 1(2)(a) 21st December 1973\nFor all other purposes 1st April 1974\nThe Secretary of State for Wales, in exercise of the powers conferred upon him by section 254(1) and (2)(a), (b) and (d) of the Local Government Act 1972 and by those provisions as extended by section 34(1) of, and paragraph 5(2)(b) of Schedule 6 to, the Water Act 1973 and of all other powers enabling him in that behalf, hereby makes the following order:—",
