  "text": "(1) Regulations under section 36(5)(b) may provide for any expression used in formulating a condition specified in the regulations to have the meaning for the time being given by a relevant document identified in the regulations.\n(2) In subsection (1), “relevant document”—\n(a) means a document that (at the time the regulations are made) is a document identified for the purposes of section 21(2)(b) of the Local Government Act 2003 (c. 26) by regulations made under that provision, and\n(b) includes a document so identified by virtue of section 21(5) of that Act.\n(3) Regulations under this Chapter must be made by statutory instrument.\n(4) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(5) A statutory instrument containing regulations under this Chapter ... is subject to annulment in pursuance of a resolution of the National Assembly for Wales.",
