  "long_title": "These Rules amend the Local Elections (Parishes and Communities) Rules 1986. Rules 2(4), 3(4) and (5) and 4(5) and (6) modify the declarations of identity for use in connection with postal voting (and also such use at various combined elections). Rule 2(5) amends the official poll card in an attempt to clarify the use to which it may be put. Rules 2(2), 3(2) and (3) and 4(2) to (4) correct errors or omissions in the 1986 Rules.",
