  "text": "In section 7, for paragraphs (a) to (c) there shall be substituted the following paragraphs:—\n“(a) the council of a district which is not a receiving district;\n(b) the Greater London Council;\n(c) the council of a county, or;”\nand in paragraph (d) after the words “1945” there shall be inserted the words “under section 181 of the Local Government Act 1972”.",
