  "text": "In paragraphs 8 and 9 above—\n“eligible person” means a person whose name is on the roll of persons admitted to the freedom of the city or town concerned kept under section 248(2) above;\n“relevant council” means—\n(a)in relation to a city or town in England—\n(i)the district council in whose area the city or town is situated, or\n(ii)if the city or town is not in the area of a district council, the county council in whose area it is situated;\n(b)in relation to a city or town in Wales, the principal council in whose area the city or town is situated.",
