  "text": "The functions of a local authority under section 73 of the Public Health Act 1961 (derelict petroleum tanks) shall be functions—\n(a) in Greater London or a metropolitan county, of the fire and rescue authority ;\n(b) elsewhere, of the county council,\nand references in that section, and in the provisions of that Act applied by it, to a local authority shall be construed accordingly.",
