  "text": "(This note is not part of the Regulations)\nThese Regulations revoke the Regulations listed in column (1) of the Schedule to the extent mentioned in column (3), in so far as they apply to defined authorities in England and Wales. The effect of the revocations is to remove restrictions imposed for the purposes of Part I (competition) of the Local Government Act 1988 on the specification of contract periods for manual services, on the timing of tendering requirements and on the treatment of extraneous costs for the purposes of the evaluation of bids and tenders.\nThe Regulations also revoke regulation 10 of, and the Schedule to, the Accounts and Audit Regulations 1996. The effect of the revocation is to relieve those authorities to whom the regulation applied of the need to publish a statement of support service costs.",
