  "text": "(1) Section 8(2) of the Police Act 1996 (local policing plans) shall be amended by—\n(a) the omission of the word “and” after paragraph (b), and\n(b) the insertion of the following after paragraph (c)—\n“, and\n(d) any action proposed for the purpose of complying with the requirements of Part I of the Local Government Act 1999 (best value).”\n(2) In section 54 of that Act (inspectors of constabulary) after subsection (2) there shall be inserted—\n“(2A) The inspectors of constabulary may inspect, and report to the Secretary of State on, a police authority’s compliance with the requirements of Part I of the Local Government Act 1999 (best value).”\n(3) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .",
