  "text": "The following provisions shall come into force on 19th February 2001—\n(a) section 45, in so far as not already in force; and\n(b) sections 99 and 100, with the exception of subsection (4) of section 99 and so much of subsection (3) of section 99 as relates to subsection (4).",
