  "heading": "Meaning of “local authority” in Part I.",
  "text": "(1) In this Part “local authority” means—\n(a) in relation to England—\n(i) a county council,\n(ii) a district council,\n(iii) a London borough council,\n(iv) the Common Council of the City of London in its capacity as a local authority,\n(v) the Council of the Isles of Scilly,\n(vi) an eligible parish council,\n(b) in relation to Wales, a county council or a county borough council or a community council.\n(2) A parish council is “eligible” for the purposes of this Part if the council meets the conditions prescribed by the Secretary of State by order for the purposes of this section.",
