  "text": "(1) A local authority must operate—\n(a) executive arrangements or,\n(b) a committee system, ...\n(c) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(1A) But—\n(a) a local authority may operate a committee system only—\n(i) if it is operating a committee system immediately before section 61 of the English Devolution and Community Empowerment Act 2026 comes into force, and\n(ii) for as long as the operation of a committee system is consistent with the provisions of section 9K; and\n(b) a new local authority must operate executive arrangements which provide for a leader and cabinet executive (England).\n(2) Executive arrangements must conform with any provisions made by or under this Part which relate to such arrangements (see, in particular, Chapter 2).\n(3) A committee system must conform with any provisions made by or under this Part which relate to such a system (see, in particular, Chapter 3).\n(4) In this Part—\n“a committee system” means the arrangements made by a local authority, which does not operate executive arrangements or prescribed arrangements, for or in connection with the discharge of its functions in accordance with—\n(a)Part 6 of the Local Government Act 1972, and\n(b)this Part;\n“executive arrangements” means arrangements by a local authority—\n(a)for and in connection with the creation and operation of an executive of the authority, and\n(b)under which certain functions of the authority are the responsibility of the executive;\n“new local authority” means a local authority established on or after the day on which section 61 of the English Devolution and Community Empowerment Act 2026 comes into force by an order made under section 7 or 10 of the Local Government and Public Involvement in Health Act 2007;\n...",
