  "heading": "The Valuation Tribunal Service",
  "text": "(1) There shall be a body corporate to be known as the Valuation Tribunal Service (referred to in this section, section 106 and Schedules 4 and 5 as “the Service”).\n(2) The Service shall have the following functions in relation to the Valuation Tribunal for England (referred to in this section and Schedule 4 as “the Tribunal”)—\n(a) providing, or arranging for the provision of, the services required for the operation of the Tribunal, in particular—\n(i) accommodation,\n(ii) staff (including the clerk of the Tribunal),\n(iii) information technology,\n(iv) equipment, and\n(v) training for members and staff of the Tribunal (including the clerk of the Tribunal);\n(aa) making payments in accordance with paragraph A14 or A18A(8) of Schedule 11 to the Local Government Finance Act 1988;\n(b) giving general advice about procedure in relation to proceedings before the Tribunal.\n(3) The Service shall provide the Secretary of State with such information, advice and assistance as he may require.\n(4) The Service may do anything which it considers is calculated to facilitate, or is conducive or incidental to, the carrying-out of its functions.\n(5) The Service shall carry out its functions with respect to the Tribunal in the manner which it considers best calculated to secure its efficient and independent operation.\n(6) The Service shall, in relation to its functions with respect to the Tribunal, consult the President of the Tribunal about the carrying-out of its functions.\n(7) The Secretary of State may—\n(a) after consultation with the Service, give directions to it for the purpose of securing the effective carrying-out of its functions, and\n(b) issue guidance to the Service about the carrying-out of its functions.\n(8) The Service shall, in carrying out its functions—\n(a) comply with any directions under subsection (7)(a), and\n(b) have regard to any guidance under subsection (7)(b).\n(9) Schedule 4 (which makes further provision about the Service) has effect.",
