  "text": "In its application to Wales, this Part, except section 19 and Schedule 1, has effect as if for any reference to the Secretary of State there were substituted a reference to the Welsh Ministers.\n(1A) Subsection (1) does not apply to section 21 to the extent that it confers functions on the Secretary of State in relation to a person or body that—\n(a) is a relevant authority for the purposes of the Local Audit and Accountability Act 2014, and\n(b) exercises functions in relation to an area that is partly in England and partly in Wales.",
