  "text": "LOCAL GOVERNMENT, ENGLAND AND WALES\nMade 14th April 1989\nLaid before Parliament 24th April 1989\nComing into force 15th May 1989\nThe Secretary of State for the Environment as respects England, and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred upon them by sections 173, 177A and 270(1) of the Local Government Act 1972, and of all other powers enabling them in that behalf, hereby make the following Regulations:",
