  "heading": "Duty of principal council to keep its performance under review",
  "text": "(1) A principal council must keep under review the extent to which—\n(a) it is exercising its functions effectively,\n(b) it is using its resources economically, efficiently and effectively, and\n(c) its governance is effective for securing the matters set out in paragraphs (a) and (b).\n(2) In this Chapter, the matters set out in paragraphs (a) to (c) of subsection (1) are referred to as “the performance requirements”.\n(3) A principal council must have regard to any guidance issued by the Welsh Ministers about—\n(a) the performance requirements;\n(b) the exercise of its functions under this Chapter.",
