  "text": "(1) This Act may be cited as the Local Government and Rating Act 1997.\n(2) Sections 1 to 4, 9 to 31 and Schedule 1 extend to England and Wales only.\n(3) Sections 5 to 8 and Schedule 2 extend to Scotland only.\n(4) This Act does not extend to Northern Ireland.",
