  "long_title": "Part IV of the Local Government Act 1972 makes provision for changes of local government areas, to be effected by orders. Section 67(1) and (2) of the Act of 1972 empowers the making of provision incidental, consequential, transitional or supplementary to the orders by regulations of general application. These Regulations contain such provision. This also extends to the orders made under the provisions of Schedule 10 to the Act of 1972 for the initial review of the communities in Wales.",
