  "text": "Any privileges or rights belonging immediately before the appointed day, by virtue of the provision of any charter granted under section 245 of the Local Government Act 1972, to the inhabitants of the whole of any city or borough altered by the order shall belong to the inhabitants of the whole of the city or borough as altered.",
