  "text": "Where new valuation lists are to come into force on the appointed day, then, in the application of Schedule 4 to the General Rate Act 1967 as amended by the Rating (Water hereditaments) Order 1975 the changes of areas made by the order shall be deemed to have been operative at all material times.",
