The Secretary of State for Communities and Local Government makes the following Order in exercise of the powers conferred by sections 4(1) and (2) and 28(1)(b) of the Local Government Act 1999f1.
In accordance with section 4(3) of that Act, she has consulted persons appearing to her to represent the best value authorities concerned and such other persons as she thought fit.
