  "text": "(1) The best value authorities specified in paragraph (2) in exercising their planning functions shall, in relation to indicator 4 in Schedule 12 to this Order, meet the standard specified in Schedule 13 to this Order.\n(2) The best value authorities specified for the purposes of paragraph (1) are;\n(a) Corby Borough Council;\n(b) East Hampshire District Council;\n(c) Epping Forest Borough Council;\n(d) Guildford Borough Council;\n(e) Harborough District Council;\n(f) London Borough of Kingston upon Thames;\n(g) London Borough of Lambeth;\n(h) London Borough of Merton;\n(i) Oxford City Council;\n(j) Reading Borough Council;\n(k) Restormel Borough Council;\n(l) Sevenoaks District Council;\n(m) Trafford Metropolitan Borough Council;\n(n) Wokingham Council; and\n(o) Wychavon District Council.",
