  "text": "(1) The performance of the best value authorities specified in paragraph (2), in exercising their social services, functions shall be measured by reference to indicators 1 to 14 in Schedule 4 to this Order.\n(2) The best value authorities specified for the purposes of paragraph (1) are—\n(a) county councils;\n(b) the Common Council of the City of London, in its capacity as a local authority;\n(c) the Council of the Isles of Scilly;\n(d) London borough councils;\n(e) metropolitan district councils; and\n(f) unitary councils.",
