  "heading": "Community well-being performance indicators",
  "text": "(1) The performance of the best value authorities specified in paragraph (2), in exercising their functions in relation to community well-being, shall be measured by reference to indicators 1 and 2 in Schedule 16 to this Order.\n(2) The best value authorities specified for the purposes of paragraph (1) are—\n(a) metropolitan district councils;\n(b) non-metropolitan district councils;\n(c) the council of the Isles of Scilly;\n(d) the Common Council of the City of London, in its capacity as a local authority;\n(e) London borough councils;\n(f) unitary councils; and\n(g) county councils.",
