  "text": "(1) The performance of the best value authorities specified in paragraph (2) below in exercising their social services functions shall be measured by reference to indicators 1 to 11 in Schedule 5 to this Order.\n(2) The best value authorities specified for the purposes of paragraph (1) above are—\n(a) county councils;\n(b) the Common Council of the City of London in its capacity as a local authority;\n(c) the Council of the Isles of Scilly;\n(d) London borough councils;\n(e) metropolitan district councils; and\n(f) unitary councils.",
