  "text": "(1) The Welsh Ministers may give guidance to legislating authorities about –\n(a) the making of byelaws to which section 6 or 7 applies;\n(b) the procedure for making byelaws;\n(c) the enforcement of byelaws;\n(d) anything related to these matters including –\n(i) consultation and publication requirements;\n(ii) the use of fixed penalties.\n(2) A legislating authority must have regard to the guidance when making or enforcing byelaws.",
