  "text": "(This note is not part of the Regulations)\nSection 528 of the Education Act 1996 provides that every local education authority must publish disability statements at prescribed intervals and by virtue of regulation 3(1) of the Education (Disability Statements for Local Education Authorities) (England) Regulations 1997 the first disability statements must be published by 15th December 1997. These regulations make provision for local authorities which in consequence of a structural change effected by an order under section 17 of the Local Government Act 1992 become local education authorities on 1st April 1998. Such authorities must publish their first disability statement by 31st December 1998.",
