Coming into force
For the purposes of article 4 20th March 1996
For all other purposes 1st April 1996
The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 17 and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order:
