  "heading": "Amendment of orders under section 66(1) of the Local Government Act 1985",
  "text": "(1) Article 2 of each of the Orders specified in paragraph (2) shall be amended by the substitution for the definition of “relevant authority” of the following definition —\n““relevant authority” means a joint authority in relation to which a district council within the county is a constituent council,and any such council other than the designated council;”.\n(2) The Orders mentioned in paragraph (1) are —\nThe Local Government Reorganisation (Debt Administration) (Greater Manchester) Order 1986;\nThe Local Government Reorganisation (Debt Administration) (South Yorkshire) Order 1986;\nThe Local Government Reorganisation (Debt Administration) (Tyne and Wear) Order 1986;\nThe Local Government Reorganisation (Debt Administration) (West Midlands) Order 1986; andThe Local Government Reorganisation (Debt Administration) (West Yorkshire) Order 1986.",
