  "text": "(This note is not part of the Order)\nThe Order makes provision consequent upon the Local Government Finance Act 1988 (which establishes new systems of community chargesand non-domestic rates).\nArticle 2 of the Order amends the definition of “relevant authority” in the Orders listed in paragraph of that article. There is no substantive change, since the authorities to whom the original definition applied (joint authoritiesand rating authorities) werethe same joint authoritiesand district councils as are referred to in the amended definition.",
