  "text": "(1) The Scottish Ministers may make grants to local authorities in respect of their capital expenditure.\n(2) Grants made under this section shall be of such amount and may be made subject to such conditions (including conditions requiring their repayment in specified circumstances) as the Scottish Ministers may determine.",
