  "text": "The relevant date for the purposes of section 55 of the 1994 Act in respect of the consent required of the relevant successor authorities specified in section 55(7)(b) and (8)(b) of the 1994 Act is hereby determined to be the date 28 days after the constitution of the relevant successor authority.",
