  "text": "(1) A democratic services committee—\n(a) may appoint one or more sub-committees, and\n(b) may arrange for the discharge of any of its functions by such a sub-committee.\n(2) A sub-committee of a democratic services committee may not discharge functions other than those conferred on it under subsection (1)(b).",
