  "text": "In this Measure—\n“corporate joint committee” (“cyd-bwyllgor corfforedig”) means a corporate joint committee established by regulations under Part 5 of the Local Government and Elections (Wales) Act 2021;\n“enactment” (“deddfiad”) includes—\n(a)an enactment whenever passed or made,\n(b)an enactment contained in this Measure, and\n(c)provision contained in subordinate legislation (within the meaning of the Interpretation Act 1978);\n“local authority” (“awdurdod lleol”) means a county borough council or county council in Wales;\n“modifications” (“addasiadau”) includes (but is not limited to) amendments, repeals and revocations.\n“prescribed” (“rhagnodedig”) means prescribed in regulations made by the Welsh Ministers.",
