  "text": "(1) The proposals must provide for the change of executive arrangements to be subject to approval in a referendum if the change of executive arrangements is one that requires approval in a referendum.\n(2) But, in any other case, the proposals may not provide for the change of executive arrangements to be subject to approval in a referendum.\n(3) For provision about referendums under this section, see section 45 of the Local Government Act 2000.",
