  "text": "(1) The Welsh Ministers may give a local authority—\n(a) guidance about the authority's overview and scrutiny committee structure, or\n(b) directions about the authority's overview and scrutiny committee structure.\n(2) A local authority must have regard to guidance given by the Welsh Ministers under this section.\n(3) A local authority must comply with directions given by the Welsh Ministers under this section.\n(4) In this section, references to a local authority's overview and scrutiny committee structure include (but are not limited to) references to the following things—\n(a) the number of overview and scrutiny committees which the authority has;\n(b) the number of sub-committees (if any) which overview and scrutiny committees of the authority have;\n(c) the functions of overview and scrutiny committees of the authority;\n(d) the functions of sub-committees of overview and scrutiny committees of the authority.",
