  "text": "(1) The Goods Vehicles (Plating and Testing) Regulations 1988 are amended as follows.\n(2) In paragraph 34 of Schedule 2 (classes of vehicles to which these Regulations do not apply), for “in England and Wales by a police authority” substitute “ in England and Wales by a local policing body ”.",
