  "text": "(1) Section 354 (directions by the Secretary of State) is amended as follows.\n(2) In subsection (1)—\n(a) for “either of the conditions” substitute “ the condition ”, and\n(b) for “municipal waste management strategy” substitute “ provisions of the London Environment Strategy dealing with municipal waste management ”.\n(3) In subsection (2)—\n(a) omit paragraph (a); and\n(b) in paragraph (b), for “municipal waste management strategy” substitute “ provisions of the London Environment Strategy dealing with municipal waste management ”.",
