  "text": "In section 11 of the Local Government Act 2003 (use of capital receipts by a local authority) after subsection (5) insert—\n(6) The Secretary of State and a local authority in England may enter into an agreement with the effect that a requirement imposed under subsection (2)(b) does not apply to, or is modified in its application to, capital receipts of the authority that are specified or described in the agreement.",
