  "text": "Where functions, powers, rights or liabilities are vested in or attached to the council of an altered county immediately before 1st April 1965, by virtue of a resolution under section 2 of the Children Act 1948 or under section 15 or 47 of the Children and Young Persons Act 1963, as respects a person who at that time is not in their care but who had he not ceased to be in their care would be a person described in Article 8 or 9 of this Order, the council shall, unless they decide otherwise, notify before 1st June 1965 the successor authority which would have been notified had the said Article 8 or 9 applied that those functions, powers, rights or liabilities are vested in or attached to them.",
