In the discharge of borough functions wholly or mainly in relation to the area of the metropolitan borough included in the London borough of Newham
The council of the London borough of Newham
The council of the borough of Barking
In the discharge of borough functions wholly or mainly in relation to the area of the borough included in the London borough of Newham
The council of the borough of Dagenham
In the discharge of borough functions wholly or mainly in relation to the area of the borough included in the London borough of Redbridge
The council of the London borough of Redbridge
The council of the urban district of Chigwell
In the discharge of borough functions wholly or mainly in relation to the area of the urban district included in the London borough of Redbridge
