  "text": "(1) The Interpretation Act 1889 applies to the interpretation of this order as it applies to the interpretation of an Act of Parliament.\n(2) In this order—\n“officer” includes the holder of any place, situation or employment;\n“specified council” means a council abolished by section 3(1)(b) of the London Government Act 1963, the Common Council of the City of London, the county council of Essex, Hertfordshire, Kent or Surrey or the urban district council of Chigwell.",
