  "text": "Every officer entering (or having entered) the employment of any authority as specified in article 3 shall, so long as he continues in that employment by virtue of the contract under which he enters (or has entered) therein, enjoy terms and conditions of employment not less favourable than those he enjoyed immediately before 1st April 1965:\nProvided that this paragraph shall apply to the scale of the salary or remuneration of the officer only so long as he is engaged in duties reasonably comparable to those in which he was engaged immediately before 1st April 1965.\nAny question whether duties are reasonably comparable as aforesaid shall be determined by a tribunal established under section 12 of the Industrial Training Act 1964.",
