  "text": "(1) This article does not apply to the inner London boroughs.\n(2) Subject to the provisions of any order which the Minister may make to take effect on or after 1st April 1965, the provisions of any order made before that date and conferring upon the council of a borough or urban district specified in column (1) of Part I of Schedule 3 any functions of a parish council shall be deemed to have effect as if any reference in those provisions to such borough or urban district extended and applied to the area specified in respect of such borough or urban district in column (2).",
