  "heading": "Variation of licences",
  "text": "(1) The holder of a licence may at any time apply to the borough council for a variation in the terms, conditions or restrictions on or subject to which the licence is held.\n(2) The person making an application for such a variation of a licence shall on making the application pay to the borough council a reasonable fee determined by the council.\n(3) The borough council may—\n(a) make the variation specified in the application;\n(b) make that variation together with such further variation consequent thereon as the council may determine; or\n(c) refuse the application.",
