  "text": "In this Act, except as otherwise expressly provided or unless the context otherwise requires—\n“the Act of 1990” means the 1990 c. vii.London Local Authorities Act 1990;\n“authorised officer” means an officer of a borough council authorised by the council in writing to act in relation to the relevant provision of this Act;\n“borough council” means London borough council but does not include the Common Council of the City of London; and “borough” shall be construed accordingly.",
